Energy market participants, entity that professionally organizes operations with wholesale energy products, public authority, and other natural or legal entity (except for household consumers), hereinafter – Applicants, has a right to apply with the Report (Application) on possible abuse on wholesale energy market.
To inform NEURC on possible abuse on wholesale energy market can be done via one of the following ways:
- by hand (in paper form and/or on digital media);
- by mail with a description of the attachment;
- in electronic form to the e-mail address box@nerc.gov.ua;
- by filling out an online form on NEURC website.

Notification is made in Ukrainian or English.
Notification can be anonymous. For this purpose, fields of the notification No. 1-5 of the General Information section are not filled in.
It is allowed to partially fill in the notification form if the applicant does not have all the information required.
When submitting the notification to the NEURC, the applicant must also provide information confirming and substantiating the data, facts and circumstances set forth in the notification.
Applicants providing information to the NEURC must indicate what information is confidential, which documents or parts of documents contain confidential information.
The NEURC has the right to leave the notification without consideration on the following grounds:
- the notification is not in the prescribed form;
- the notification does not address issues of abuse in the wholesale energy market;
- the applicant did not provide sufficient information to confirm or substantiate the notification.
NEURC is conducting an investigation upon the applicants’ notification.
