Compliance with current legislation, exchange trading rules, and regulatory requirements are the main principles of the Ukrainian Energy Exchange. Therefore, Exchange constantly monitors the fulfillment of trading participants’ obligations under concluded contracts, in accordance with the exchange Rules and Regulations.

By the Procedure dd. November 14 of the current year, Exchange Committee adopted decision on applying sanctions to ten participants, who participated in Untreated timber and Lumber section trades, particularly due to the violation of obligations on implementing of untreated timber purchase and sale agreement by the results of Exchange trades, taken place on May 26, 28, 29, June 10, July 24 and September 8 2025.

Financial sanctions in the form of fines were imposed on the participants who violated the rules. In addition, one participant who violated the rules was subject to an administrative sanction in the form of suspension of admission to exchange trading (auctions) for sale, which will be initiated by the participant-seller whose obligations were violated - Branch “Capital Forest Office” of the State Enterprise “Forests of Ukraine” for a period of 3 (three) months.

On November 10, 2025, Exchange Committee decided to impose sanctions on participants in the “Untreated timber and Lumber” section in the event of a violation of the obligation to pay fines imposed by the decision of the Exchange Committee of UEEX LLC to suspend admission to participation in exchange trading (auctions) in the “Untreated timber and Lumber” section from the day following the day of the delay in payment of the fine from November 17, 2025, until the full repayment of the debt to the commodity exchange.

Therefore, administrative sanctions were imposed on two participants who failed to fulfill their financial obligations in the form of suspension of admission to participate in exchange trading (auctions) in the category “Untreated timber and Lumber.” The measures will take effect on November 17, 2025, and will remain in force until the participants have fully repaid their debts to the Commodity Exchange UEEX LLC.

These sanctions are aimed at ensuring compliance with trading rules and standards and protecting the rights of other market participants.

Exchange Committee emphasizes that the application of sanctions is a compulsory measure to ensure openness, transparency, and competition in trading. To prevent similar situations in the future, all participants must strictly comply with their obligations under the concluded agreements.
