The reliability and stability of the market depend significantly on the fulfillment of concluded agreements. Therefore, the Ukrainian Energy Exchange, which conducts regular trading in untreated timber, pays particular attention to this factor and carries out mandatory monitoring of the fulfillment of obligations undertaken by participants in trading operations. Work in this direction is ongoing.
According to the results of monitoring the performance of contracts for the sale of untreated timber in the third quarter of 2025, under which price increases exceeded 30% and performance within the tolerance specified in the contract terms was not ensured, as of November 5, sanctions in the form of suspension of admission to exchange trading (auctions) for sales initiated by the seller participant whose obligations were violated were applied to 80 participants who failed to fulfill their obligations under the concluded contracts: up to 45 participants – for 1 month (as of October 22, 2025, 19 sanctions were imposed, including 26 sanctions imposed during the period from October 23, 2025 to November 6, 2025), up to 14 participants – for 2 months (as of October 22, 2025, 3 sanctions were imposed, including 11 for the current period), up to 21 participants – for 3 months (as of October 22, 2025, 12 sanctions were imposed, including 9 for the current period).
In addition, sanctions were imposed on 185 participants who violated the rules, in the form of suspension of their admission to participate in exchange trading in the category “Untreated timber and lumber” until their debts to the exchange are fully repaid.
The application of sanctions is a necessary measure aimed at ensuring proper performance of contracts and compliance with the principles of openness, transparency, and fair competition in exchange trading.
The UEEX’s Exchange Committee, which reviews cases of trading rule violations and decides on sanctions on a case-by-case basis, emphasizes the need for buyers and sellers of untreated timber to strictly comply with their contractual obligations in order to prevent similar situations in the future.
